このWhen it comes to は『～のことになると、に関して言えば』の意味になります。
（こういうのが言いたい時に出て来ないのがくやしい。）
でも、この言い方でなくても似た表現は他にもあるので、なんか言えればOKのはず。
「～に関しては、」という表現には、以下のようなものがあります。
